A North Carolina general contractor license (NCLBGC) is required when the whole job costs $40,000 or more (G.S. 87-1). There is no separate state roofing license. Most residential reroofs fall under $40,000 and need no state license. Splitting a job to stay under the limit counts as unlicensed contracting. An unlicensed contractor can't enforce a contract that needed a license.
