Historic district roof rules
Goldsboro Historic District (city historic overlay, not an HOA): Exterior changes, including replacing or covering roofs, need a Certificate of Appropriateness from the Historic District Commission. The commission meets the first Tuesday of each month. The roof-specific text of the guidelines wasn't found. A city council briefing says the commission plans to turn its guidelines into enforceable standards.
